Decree No. 353 on Regulatory Processes in 2022
On March, 14th 2022, the Government of the Russian Federation published its Resolution No. 353 dated from March, 12th 2022 on peculiarities of regulatory frameworks (permitting regime) in 2022.
According to annex No. 18 (peculiarities of product conformity assessment, validity of conformity documents and its extension as well as product and sample import), the Government of the Russian Federation decrees that the validity of conformity certificates and declarations (further – CoC and DoC) will be extended for a period of 12 months in case the expiry date of a CoC/DoC falls between March, 14th 2022 and September, 1st 2022. Additionally, manufacturers and importers have the right to refuse to provide documents on conformity assessment in case they import either spare parts for repairs or component parts for products and machines manufactured in Russia.
Administrative authorities which are responsible for maintaining state registers of permits and compliance documents are to enter information on extension of the validity period of CoC and DoC in the state registers (see item No. 8, p. 5).
Russia/Ukraine Crisis: Type Approval Problems
Due to an armed geopolitical conflict in Ukraine, IB-Lenhardt has to put some current and future projects concerning type approval in the Russian Federation on hold.
There are three main reasons for this:
EU as well as the Russian Federation have reciprocally shut their airspace.
DHL and other logistics companies ship no longer to the Russian Federation at the moment, which directly affects sample delivery for mandatory local lab tests.
Due to renewed EU sanctions, it will come to payment issues as selected Russian banks have been excluded from the Society for Worldwide Interbank Financial Telecommunication (SWIFT) system of financial messaging.
We regret any inconvenience this force majeure may cause and hope for your understanding.
Due to an armed geopolitical conflict in Ukraine, type approvals relevant for the Republic of Belarus could be also affected in the nearest future.
According to news agencies, Belarus supports Russia on Ukraine which might also affect certification processes.
Due to an armed conflict and permanent state of emergency in Ukraine, IB-Lenhardt is forced to put all projects related to the country on hold.

EAEU Amendments to TR CU 037/2016 (RoHs)
Public discussions on draft amendments to TR CU 037/2016 (also known as "EAEU RoHs" or "EurAsia RoHs") were being held throughout the year. In case the amendments are adopted, these are the key issues to take further into account:
Manufacturers are to mark their products with a WEEE-label which is identical to the EU one and indicates how to dispose of (or recycle) the product or how a particular device could affect human health and environment. This is an absolutely new requirement both for Russia and the EAEU as this label is currently not mandatory.
Some of electrotechnical devices which must undergo conformity assurance procedures now may be excluded from the EurAsia RoHS requirements. This amendment concers primarily large-scale industrial equipment and its spare parts.
The list of hazardous substances the content of which is restricted in electrotechnical and electronic devices will be also corrected and completed with 4 further substances (Note: EU added these substances to its RoHs Directive in 2019), namely:
Diethylhexyl phthalate (DEHP);
Butyl benzyl phthalate (BBP);
Dibutyl phthalate (DBP);
Diisobutyl phthalate (DIBP).
Permissible concentration of 4 new hazardous substance in homogeneous materials: not more than 0.1 wt%.
Public consultation on amendments to TR CU 020/2011
Public consultation on amendments to the technical regulations of the Customs Union "Electromagnetic compatibility of technical means" (TR CU 020/2011) in terms of establishing forms, schemes and conformity assessment procedures based on standard conformity assessment schemes approved by the Decision of the Council of the Eurasian Economic Commission of April 18, 2018 No. 44.

Due to the rising number of COVID-19 cases, the Russian government imposed a national lockdown from October, 30th - November, 7th.
FAC hands over activities to the new Ministry
In November 2020, Decree No 719 was published by the Russian government with the intention to enhance governance in the field of digital development, communications and mass communications.
All the activities which were carried out by the Federal Agency of Communications (FAC) now lie within the responsibility of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation.
According to the announcement, there will be a 6-month transition period and the ongoing projects in progress by FAC will be switched to the Ministry of Digital Development, Communications and Mass Media of the Russian Federation.
Electrotechnical devices launched in the EAEU must undergo conformity assurance procedures staring from 01.03.2020 in order to confirm their compliance with the EAEU Technical Regulation 037/2016 - Restriction of the Use of Hazardous Substances in Electrotechnical and Radio-electronic Products.
The above stated TR restricts the content of six substances (lead, cadmium, mercury, hexavalent chromium, polybrominated biphenyls and polybrominated diphenyl ethers) in electrotechnical and electronic devices. In generally, the concentration of cadmium may not exceed 0.01 % by weight in homogeneous materials used in electrotechnical and radio-electronic products. The other five substances may not exceed 0.1 wt %.
EAEU TR 037/2016 considers devices with respect to the protection of human life and health and the environment and in order to prevent actions misleading consumers/users of electrotechnical and radio-electronic devices.
EAEU TR 037/2016 is harmonized with technical requirements of the European Union, in particular with Directive 2011/65/EU (RoHS 2). Nevertheless, some regulations, first of all those related to the scope of application, are left at the level of repealed Directive 2002/95/EС (RoHS 1). This decision was taken since the member states ofthe Customs Union hadn't have any national requirements restricting the content of hazardous substances in electrotechnical and radio-electronic products.
EAEU TR 037/2016 applies to household appliances and devices, IT equipment, telecommunication facilities, lighting and office equipment, electrical tools and electrical music instruments, sports and leisure equipment, gambling and vending machines, cash registers, cable products, protective cutout devices, fire/security detectors and other products.
Thus, these products may be manufactured and launched in the EAEU countries without a conformity assessment and documents confirming their compliance with EAEU TR 037/2016 until 1 March 2020.
Electrical devices shall comply with technical requirements within the Customs Union in order to be launched on the market.
Since EAEU technical regulations include mandatory requirements for safety aspects, the requirements of the EAEU technical regulations can be met by the application of relevant standards.
General Technical Regulations particularly relevant to electrical products are:
EAEU TR 004/2011 on the safety of low-voltage equipment
EAEU TR 020/2011 on the electromagnetic compatibility of technical means
EAEU TR 010/2011 on the safety of machinery and equipment
EAEU TR 037/2016 on the restriction of hazardous substances in electrical and electronic equipment
No matter, if products are subject to conformity assessment according to the technical regulation EAEU TR 004/2011, they might be subject to other regulations as well, such as TR 020/2011 “On electromagnetic compatibility of technical devices”.
Note that the applicant for the conformity assessment procedure against EAEU TRs can only be a legal entity or a person that is registered in EAEU member countries.
Please keep in mind that some categories of electrical products have further national requirements within EAEU members countries.
At the moment, there are no common regulations on these areas within the EAEU. Thus, some members countries use their national regulations.
RusAccreditation, the Russian Accreditation Authority (Federal Service for Accreditation) has carries out inspections of the operations of Russian accredited Certification Bodies and testing laboratories with regard to potential violations.
In the course of January and February 2019, about 225 inspections were performed by the authority.
The inspections were conducted in order to:
Eliminate non-compliance with accreditation criteria
Assess the implementation of previously issued regulations
Disclose potential outrages by accredited institutions
As a result of the inspection of certification authorities 15 accreditation body received temporary injunctions in order to fix violations. 10 accreditation body were suspended. 6 accreditations of organizations were terminated, etc.
2 accreditation bodies were closed due to the non-elimination of inconsistencies in the accreditation criteria revealed during the procedure for the confirmation of competence.
RusAccreditation and the Russian supervision authorities continue to conduct considerable work in order to prevent the circulation of potentially hazardous products into the Russian market along with the elimination of insure participants.
Please be informed that Russian type approvals might be delayed in May due to the national holidays.
Authorities will be closed from 1st - 6th of May and then from 9th to 12th May.
Energy Efficiency Labels in EAEU
The draft of the Technical Regulations of the Eurasian Economic Union (EAEU) "On the requirements for energy efficiency of energy-consuming devices" was approved by the Commission on July 17, 2018 and the Commission will soon decide on the date when the Technical Regulations will enter into force on the territory of the EAEU countries (Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan).
Russian customs check for a valid EAC certificate but, from 2018-07-01, they can also check back with certitifcation bodies for more data, including test reports. Therefore, it seems prudent to have the test reports available when crossing the border.
In-Country Testing Required
Russia’s State Committee on Radiofrequencies (GKRCH) issued new rules for RFC (Radio Frequency Centre) conclusions which are mandatory for obtaining import licenses for radio devices such as RFID (866-868 MHz) SRDs, automotive radars (76-77 GHz), DECT devices (1880-1900 MHz) and more.
Obtaining the RFC conclusion is no longer a simple paperwork process: only test reports issued by Russia’s RFC will now be accepted and in-country testing is therefore required, since GKRCH reports issued by an accredited lab are no longer tolerated.

Safety Information for Russia
The Type C electrical plug (or Europlug) is a two-wire plug that has two round pins. It fits into any socket that accepts 4.0 – 4.8 mm round contacts on 19 mm centres. They are being replaced by E, F, J, K or N sockets which work perfectly with Type C plugs. Type C plugs are generally limited for use in appliances that require 2.5 amps or less.
The Type F electrical plug (also known as a Schuko plug) has two 4.8 mm round pins spaced 19 mm apart. It is similar to the Type E plug but has two earth clips on the side rather than a female earth contact. The CEE 7/7 plug was developed to work with sockets E and F and has grounding clips on both sides (to work with Type F sockets) and a female contact (to accept the grounding pin of the type E socket). Type F plugs are rated 16 amps.
