RURA: Updated Regulations for Electronic Communications Devices
In the Official Gazette Special of February 16, 2022, RURA (Rwanda Utilities Regulatory Authority) has recently announced a suspension of regulation No. 011/R/STDICT/RURA/2020 governing importation, supply and type approval for electronic communications equipment.
The key change in the new provisional law is the introduction of processing fees. Please be advsied that due to the ongoing implementation of the platform, processing might take some time.
It is also to be mentioned that RURA introduces two options for type approval applications: either a simplified procedure or a standard one.

New Type Approval Regulations
The RURA (Rwanda Utilities Regulation Authority) published the Regulation N˚ 011/R/STD-ICT/RURA/020 of 29/05/2020.
This new regulation regulates type approval procedures as well as importation and supply of electronic communication devices.
It includes new sample requirements for all devices and re-clarified that local representatives are mandatory.
The document was already released and implemented by the RURA but is yet to be published in the Rwanda gazette. As of today there is no official publication date available.
On 15. November 2019, Rwanda Utilities and Regulatory Authority issued an update for "Guidelines 008/G/R/SM-ICT/RURA/2019" on the use of Short range devices.
This guideline defines technical parameters and operational requirements. Annex 2 consists of the updated National Frequency table including the regulatory requirements, available frequency bands and output power limits.
After a transitional period (Article 16) of 3 months, these regulations came into force on 2020-02-15.
RURA (Rwanda Utilities Regulatory Authority) has resumed its type approval after suspending last month. Two new requirements have been added to the procedure:
One sample must be provided,
A certifcate from another authority from ITU region 1 must be presented.
Type Approval Changes Expected
According to still unofficial information, Rwandan authority RURA will implement new type approval regulations within the next few months. Increased Type Approval fees and new samples regime for the following devices are expected:
Description
The Type C electrical plug (or Europlug) is a two-wire plug that has two round pins. It fits into any socket that accepts 4.0 – 4.8 mm round contacts on 19 mm centres. They are being replaced by E, F, J, K or N sockets which work perfectly with Type C plugs. Type C plugs are generally limited for use in appliances that require 2.5 amps or less.

Description
The Type J plug has two round pins as well as a grounding pin. Although the Type J plug looks a lot like the Brazilian Type N plug it is incompatible with the Type N socket as the earth pin is further away from the centre line than on Type N. However, Type C plugs are perfectly compatible with Type J sockets. Type J plugs are rated 10 amps.
