  • Dominican RepublicModification Allocation Plan

    Indotel paves the way for 5 GHz

    The Telecommunication authority of the Dominican Republic, announced within the decret 91-20 the modification (4th of March 2020) of their frequency allocation plan (PNAF), following the Executive branch recommendations published in resolution 011-20. Within the updated allocation plan the frequency range 3 300 - 3 400 MHz has been modified for the future implementation of the 5G band. This will strengthen the telecommunications sector as promoted by the ITU and make Dominican Republic ready for latest 5G services implementation and is an improvement of quality for telephone and internet services.

  • OmanTRA announced new restrictions of Hazardous Substances

    The Telecommunications Regulatory Authority (TRA) announced new Restriction of Hazardous Substances ROHS compliance requirements in December 2019.

    Starting in June, 30. 2020, all new Telecom and/or Terminal equipment subjected to the Type Approval process by the TRA needs to comply with the substance restriction requirements of the Restriction of Hazardous Substances (RoHS) Three (3) EU Directive 2017/2102.


  • JapanMIC working on development of 920 MHz RFID regulation

    Active low power wireless systems in the 920MHz band are widely used for mobile identification (RFID), smart meters, sensor networks, etc.

    In recent years, narrowband communications (LPWA), which can transmit power over long distances, are becoming more widespread as sensor networks. In Japan. this system is equipped with a carrier sense function to share the frequency between the systems, while in other countries, frequency hopping and low duty cycle functions are in use. Therefore, the need for harmonization with other countries is increasing.

    In light of these needs, the Ministry of Internal Affairs and Communications studied the necessary technical conditions for the introduction of a system that does not require a carrier sense function. Based on this report, the MIC decided in January to develop regulations for 920 MHz RFID.


  • EU (RE-D)Important note regarding new version EN 300 328

    In the official Journal of the European Union from 06/02/2020, the commission released the following decision:

    On the basis of the request set out in Implementing Decision C(2015) 5376, ETSI drafted the harmonised standard EN 300 328 V2.2.2 for data transmission equipment operating in the 2.4 GHz band.

    The most important change from the newly published EN 300 328 V2.2.2 to V2.1.1 is the revision of rules and measurement for receiver blocking, so re-tests will become mandatory for all devices.

    EN 300 328 V.2.1.1 will expire on August 6, 2021

  • PakistanPTA issued revised Type Approval Regulations

    The Pakistan Telecommunication Authority PTA issued its revised regulations on December 31, 2019. The type approval process was not noteably changed, but:

    1. the sample return value limit was lowered from 3000 USD to 2000 USD.

    2 The local system testing part is now officially included in this regulation. In regard of this system based testing, applicants may be asked to provide device samples. Clause 5.1.m of Section 2 of the revised regulation reads as follows:
    "As part of type approval evaluation, PTA will perform system based checking e.g. operation system, firmware, output power, programmed frequencies as and when required. PTA may also ask to provide demo of the device to show all the features programmed in the devices and compare the same with submitted test report. This demo may be asked in person or through video conferencing as deemed appropriate."

  • MauritiusAddition to News from 2020-01-21 ICTA released new Directives

    Please be informed that we gained additional information regarding ICTA's new Directive from October 2019.

    As we informed in January 2020, ICTA (Information & Communication Technologies Authority) in Mauritius released a directive that short range devices for Transport and Traffic Telematics, such as Automobile sensors and Keyless entry systems, are exempted from Type Approval.

    The ICTA categorized ICT equipment in 7 categories: List A-G. Short range devices are now Category C devices and therefore subject to a Declaration of compliance issued by local licensed dealers. At the first step local importers need to register at the ICTA as local licensed dealers. With our support, they are able to issue a DoC on basis of the technical information. This DoC is crucial for getting an import clearance.

    According to the authority the certificates acquired previously in Mauritius cannot be used for import to Mauritius anymore as the local licensed dealer needs to apply for import clearance for every shipment individually.

    On 2020-02-20, the National Information and Communications Technology Authority NICTA published a Public Consultation Notice "ICT Equipment Type Approval Regulation". This consultation seeks to provide a framework for importation and approval of ICT equipment intended for use or sale in Papua New Guinea. Interested individuals may submit their comments until 6 weeks after the notice being published (2020-04-02) via email/in person.

  • BrazilTemporary exception rules for renewals due to the Coronavirus

    Last Friday ANATEL released the Official letter nº 134/2020/ORCN/SOR-ANATEL.
    This letter established some exceptions to be applied during the ANATEL renewal due to the impact of the coronavirus epidemic (COVID-19).

    ANATEL took this decision based on the IAF recommendation due to the concern of the novel virus' impact to the public health.

    1) No renewal testing will be required for devices that did not undergo any change in its project/components compared to the previous renewal/certification

    2) Internal and External photos will not be required

    These exceptions are valid only for certificates expiring until June 31st, 2020.

  • EgyptNTRA updates Type approval procedures

    The National Telecom Regulatory Authority in Egypt has updated it's Type approval procedures in January:

    The light scheme is applicable for ISO 17025 certified manufacturers in EMC and Safety scope and/or devices originate from a factory outside of India and China, whereas the tight scheme should be used for approvals where the above mentioned criteria doesn't fit. The documents for both schemes were updated and further details added

    In addition, the list of accredited labs in India and China for light and tight scheme was updated.

  • JordanTRA updates regulations in Jordan

    The Telecoms Regulatory Authority in Jordan updated their regulations on the 9th of February.

    From now on, labelling will not be required anymore. Furthermore, the certificate validity was prolonged from one year to three years.

  • MexicoNew Regulation NOM-221/2—SCFI-2018

    In CW 7 of 2020 the official mexican standard„NOM-221/2—SCFI-2018“ came into force.

    This concerns all mobile terminal equipment operating in 700 MHz, 800 MHz, 850 MHz, 1700 MHz, 1900 MHz, 2100 MHz and/or 2500 MHz frequency bands or that can be connected to telecommunications network.

    NOM-221/2—SCFI-2018 also regulates the test requirements of IFT-011-2017 part 2.

  • RwandaRURA updates SRD guidelines

    On 15. November 2019, Rwanda Utilities and Regulatory Authority issued an update for "Guidelines 008/G/R/SM-ICT/RURA/2019" on the use of Short range devices.

    This guideline defines technical parameters and operational requirements. Annex 2 consists of the updated National Frequency table including the regulatory requirements, available frequency bands and output power limits.

    After a transitional period (Article 16) of 3 months, these regulations came into force on 2020-02-15.

  • TunisiaNew Regulation: Decree 48-2020

    Tunisia's Authority 'The Research and Studies Telecommunications Centre' „Centre d’Etudes et de Recherche des Télécommunications (CERT)“ has published new approval rules on 5th of February, defined in decree 48-2020 of 23st January 2020.

    The main changes are:

    • Type approval certificates: validity is now unlimited
    • the Encryptions certification will now be treated by CERT, previously by the National Digital Certification Agency (ANCE)
    • Applications for unlimited certificates can be submitted at the end of their validity.
    • The lead-time 7-16 working days

  • IndonesiaSDPPI updates 76-77 Ghz radar regulation

    After issuing the draft in December 2019, the Indonesian Authority "Sumber Daya dan Perangkat Pos dan Informatika" SDPPI issued the new regulation for 76 - 77 Ghz radar devices on 2020-02-11.

    According to this new regulation called 'PERDIRJEN SDPPI No. 3 Tahun 2020' “Directorate General of Resource and Post and Informatics Number 03 of 2020” applications for 76 - 77 GHz Automotive Short Range Radar Systems can be submitted from now on.

    The technical specifications remain quite similar to the old regulation:

    • Output power < 55 dBm
    • Bandwidth < 1 GHz
    • EMC conductions emissions on DC power ports must meet class A requirement

    Please note that the authority didn't publish a list with accredited test labs for 76 - 77 GHz. Thus, only paperwork applications are possible at the moment.

  • Central African RepublicAll Type approval requests suspended

    Due to internal reorganization of the regulatory authority „Agence de Régulation des Télécommunications (ART)", all type approval requests are currently on hold.

    There was no official statement from the authority and we don't know long the process will take.

  • ThailandReminder for obligatory marking in Thailand

    Dear Customers,

    IB-Lenhardt AG would like to remind all radio communication equipment providers to comply with Marking regarding Regulation for selling radio communication equipment as per radio communication act B.E.2498.


    Label shall be printed on user manual, shown on packaging, or provided as additional sheet put inside packaging. Label size should be 5x5cm.

    For unlicensed products:

    (Translation of label content: This radiocommunication equipment is exempted to possess license, user license, or radiocommunication station license as per NBTC notification regarding radiocommunication equipment and radiocommunication station according to radio communication act B.E.2498)

    For licensed products:

    (Translation of content: whoever possesses or uses this radiocommunication equipment or set up radiocommunication station shall receive license from a license officer. In case of violation of section 6 or 11, penalties as per section 23 of Radiocommunication Act B.E. 2498 which include fine penalty not over 100,000 Baht or imprisonment not over 5 years, or both, may be imposed.

    This marking requirment covers any product shipped to Thailand, even with Certificates/SCoC issued earlier than March 2019.

  • AustraliaACMA is looking for comments on proposal for EME amendment

    With regard to the upcoming rollout of 5G, handsets will be required to operate on frequencies above 6 GHz. At present, there are no harmonized standards for devices operating above 6 GHz used in close proximity to head or body.

    Therefore, the Australian Communications and Media Authority (ACMA) is proposing to amend the Radiocommunications (Electromagnetic Radiation – Human Exposure) Standard 2014 to ensure devices operating above 6 GHz have appropriate supply requirements and a specified test method to determine the specific absorption rate (SAR).

    Philippines - The National Telecommunications Commission (NTC) has recently published on their official website a draft Memorandum in addition of section 2 of Memorandum Circular No. 03-05-2007.

    This relates in particular non-specific short range devices operating in 314.9-315 MHz.

    Following limit of technical parameters has been added:

    Maximum field strength/RF output power should be 10mW erp

  • EcuadorNew regulation survey - cell broadcast (CB)

    ARCOTEL will issue a new regulation within this year regarding the certification of devices connected to cellular networks.

    Once the regulation is in force the manufacturer must guarantee that the device can support Cell Broadcast in order to receive emergency alert messages.

    ARCOTEL invites the manufacturer to participate in the survey until 31-01-2020. Please contact IBL if you need any support.

    LE Isochronous Channels

    This feature, which was primarily designed to support LE Audio, the next generation of Bluetooth audio, allows the communication of time-bound data to one or more devices for time-synchronized processing. It can be used over connections or be broadcast to an unlimited number of devices in a connectionless fashion.

    New use cases and topologies are made possible by LE Isochronous Channels. An audio source can transmit audio for synchronized playback by small, private groups of devices (personal audio sharing) or to large collections of devices of unlimited sizes in public spaces, such as cinemas.

    LE Audio, built on top of the new LE Isochronous Channels, will offer a new standard for hearing aids and support assisted hearing systems in diverse locations, such as theaters, conferences, lecture halls, and airports.

    The Department of Innovation, Science and Economic Development Canada is seeking comments on the following CONSULTATION: ICES-001, issue 5, “Industrial, Scientific and Medical (ISM) Equipment” sets the minimum requirements applicable to industrial, scientific and medical (ISM) equipment. These requirements include limits for and methods of measurement of radiated and conducted radio frequency emissions produced by ISM equipment, as well as administrative requirements applicable to such equipment.

    LE Power Control

    The new LE Power Control makes it possible for devices to dynamically optimize the transmission power used in communication between connected devices. Bluetooth LE receivers may now monitor signal strength and request transmission power-level changes in connected devices, typically to maintain an optimal signal strength from both a signal quality and low- power-use perspective.

    Benefits of the LE Power Control feature include: 1. The reduction of overall power consumption by transmitters through dynamic power management conducted between connected devices. 2. Improvements in reliability through the active maintenance of receiver signal strength so that it stays within the optimal range supported by the receiver. 3. Improvements relating to coexistence with other wireless devices that are in the environment and are using the 2.4 GHz frequency range. This benefit applies to all such devices, not just those that are using Bluetooth.

  • MauritiusICTA released new directives

    ICTA in Mauritius released a directive that short range devices for Transport and Traffic Telematics, such as Automobile sensors and Keyless entry systems are exempted from Type Approval. This directive became effective in 2019-10-01.

    The authority has created 6 categories (List A-F) of ICT equipment. According to the new directive, Short range devices belong to Category C and therefore are subject to a Declaration of compliance by local licensed dealers to obtain an import clearance.

    Furthermore, there will be no type approval certificates anymore. Type approved equipment will be added to the list of type approved equipment on the authority ‘s website.

    Enhanced Attribute Protocol (eATT)
    An improved version of the Attribute protocol (ATT), called the Enhanced Attribute protocol (EATT), has been introduced along with some associated improvements to the Generic Attribute Profile (GATT)

    EATT supports concurrent transactions, allows the interleaving of L2CAP packets relating to ATT packets from different applications, and allows the ATT Maximum Transmission Unit (MTU) to be changed during a connection. Collectively, these changes can provide an improved user experience on devices where there are multiple applications using the Bluetooth Low Energy (LE) stack at the same time, through reducing instances where one application’s use of the stack temporarily blocks that of another. This can reduce the end- to- end latency of one or more of the applications and improve the user’s experience of responsiveness.

    In support of EATT, a new L2CAP mode has been defined. The new mode is called the L2CAP Enhanced Credit Based Flow Control Mode. This mode provides flow control and so allows applications to regard the protocol as reliable. EATT has security advantages over unenhanced ATT as it may only be used over an encrypted connection.

    On 14th November 2019 Brazils National Telecommunication Agency Regulatory Authority (ANATEL) published on the Federal register Act No. 7129:

    The act applies, that Point-to-Multipoint antennas used for restrict radiation devices, does not need to be approved in Brazil anymore, even if its gain is higher tha 8dBi.

  • RussiaRoHS requirements mandatory - EAEU Customs Union

    Electrotechnical devices launched in the EAEU must undergo conformity assurance procedures staring from 01.03.2020 in order to confirm their compliance with the EAEU Technical Regulation 037/2016 - Restriction of the Use of Hazardous Substances in Electrotechnical and Radio-electronic Products.

    The above stated TR restricts the content of six substances (lead, cadmium, mercury, hexavalent chromium, polybrominated biphenyls and polybrominated diphenyl ethers) in electrotechnical and electronic devices. In generally, the concentration of cadmium may not exceed 0.01 % by weight in homogeneous materials used in electrotechnical and radio-electronic products. The other five substances may not exceed 0.1 wt %.

    EAEU TR 037/2016 considers devices with respect to the protection of human life and health and the environment and in order to prevent actions misleading consumers/users of electrotechnical and radio-electronic devices.

    EAEU TR 037/2016 is harmonized with technical requirements of the European Union, in particular with Directive 2011/65/EU (RoHS 2). Nevertheless, some regulations, first of all those related to the scope of application, are left at the level of repealed Directive 2002/95/EС (RoHS 1). This decision was taken since the member states ofthe Customs Union hadn't have any national requirements restricting the content of hazardous substances in electrotechnical and radio-electronic products.

    EAEU TR 037/2016 applies to household appliances and devices, IT equipment, telecommunication facilities, lighting and office equipment, electrical tools and electrical music instruments, sports and leisure equipment, gambling and vending machines, cash registers, cable products, protective cutout devices, fire/security detectors and other products.

    Thus, these products may be manufactured and launched in the EAEU countries without a conformity assessment and documents confirming their compliance with EAEU TR 037/2016 until 1 March 2020.

  • MexicoPublic consultation Mexico IFT Labelling and Type Approval

    The Mexican RF Regulator – Instituto Federal de Telecomunicaciones (IFT) – has launched on their website a public consultation on the draft for Type Approval Guidelines, this public consultation will close on 27th January 2020.

    One of the proposed modifications is is introduction of the “MX IFT” prefix to the Approval certificate number, the new label requirements can be found under Chapter IX, page 47/48.
