  • KuwaitKuwaiti authority CITRA updates type approval regulations

    The CITRA authority in Kuwait has recently published an updated type approval regulation. One of the most important changes is the extension of the validity of type approvals from 1 year to 3 years.
    In addition, the time frame for renewals has been determined: 3 months before expiration to 20 days after expiration. Otherwise, a new certificate is required.
    The amendment is expected to come into force in the next few weeks.

  • ChinaNational holidays in China in the first week of October

    On the first day of October, China celebrates the official proclamation of the founding of the People's Republic of China.
    The entire week until the seventh of October (01.10.2021 - 07.10.2021) will be an official holiday.
    Therefore, possible delays in type approval and testing in the country can be expected during this period.

  • NigeriaThe Federal Government approved the deployment of 5G

    On 9 September 2021, the Federal Government of Nigeria has approved the deployment of 5G. Subsequently, the Nigerian Communications Commission (NCC) has been instructed to establish a plan and to implement a roadmap for the realizationof 5G across the country.

    Ensuring the coverage in major urban cities by 2025 is one of the main objectives of the deployment.

  • BrazilANATEL released a public consultation on the update of Act 3481

    ANATEL released the public consultation on the update of Act 3481 (Technical requirements and test procedures for the conformity assessment of chargers used in mobile phones).


    The main features and amendments of the Act are:

    1. Vehicular chargers – ESD testing must be done according to ISO 10605/2008, not IEC 61000-4-2 as previously (see item 6.1)
    2. Mint label for vehicular chargers installed inside the car panel will be voluntary (see item 9.1.1). Alternatively, the manufacturer can omit the mint label and label the charger with the ANATEL ID instead.
    3. ESD (ISO 10605) and Electrical transient (ISO 7637-2) testing exclusively for USB type vehicular charger installed in the car panel or other parts of the vehicle can be done in a 1st part or 2nd part laboratory (see item 10.4).

    Comments and suggestions may be submitted until 7 November 2021.

  • JapanJapan: Amended Radio Act Enforcement Regulations

    MIC published amendment of the Radio Act Enforcement Regulations on 31 AUG 2021 for UWB and Millimeter-Wave Radar

    The Japanese Ministry of Internal Affairs and Communications (MIC) have released an updated version of the Radio Act Enforcement Regulations, Radio Equipment Regulations and Technical Standards Conformity Certification of Specified Radio Equipment in order to extend the UWB wireless system frequency band to 7.25 – 9 GHz for outdoor use.

    Further technical conditions to be met by the equipment are:

    - occupied frequency bandwidth tolerance shall be 1.75 GHz

    - housing must be designed so that it cannot be easily opened

    - peak antenna power 0dBm per 50 MHz or less/ average antenna power -41.3 dBm/MHz or less

    Technical requirements for millimeter-wave radars in 60 GHz band (57 GHz – 64 GHz)

    -antenna power: 12dBm or less

    -EIRP maximum 17 dBm

  • ArgentinaMandatory testing of medical devices

    The Argentinian authority ENACOM released Resolución 1248/2021, in which one lab has been accredited to test the ENACOM-Q2-60.15 Medical Devices standard. This means local testing will be mandatory from March 1, 2022.

    Maximum allowed output power per band:

    • Band 9 - 315 kHz: 30 dBμA/m @ 10m in EPZA
    • Band 30 - 37.5 MHz: 150 000 μV/m @ 3 m in EPZA
    • Band 401-406 MHz: 18,260 μV/m @ 3 m in EPZA
    • Band 430-440 MHz: 1,480 μV/m @ 3 m en EPZA

    Until March 1, 2022 manufacturers are allowed to approve their medical devices with a DoC including: Manufacturer name and address, Product description (brand, model, specification and other details), reference to compliance to ENACOM-Q2-60.15 standard, date and signatory name/surname/position.

  • GeneralBluetooth SIG: Launch Studio Enhancements

    Launch Studio is the Bluetooth SIG's online system for managing the member qualification process.

    Recently, Launch Studio has been updated with some useful enhancements:

    • Test Declaration check

    The completed test plan (test declaration) is automatically checked for inconsistencies by the system when the file is uploaded.

    The member is now informed if e.g. test results, data or references are missing.

    • Product Import

    An Excel template is now available for multiple product lists. The data can be filled in offline and allows a mass upload of products to be listed.

  • BrazilANATEL public consultation no. 40 on signal booster devices

    In August 2021 the approval authority in Brazil launched a public consultation on internal signal booster devices used to expand the coverage area of telecommunication devices, e. g. mobile networks in indoor environments.

    The aim of the consultation is the seamless integration of booster devices into the current regulatory framework in Brazil.

    The deadline for the reception of contributions is set by 18.10.2021.

  • EcuadorEcuador amends list of recognized organization for type approval

    The authority ARCOTEL of Ecuador updated recently their list of organizations from which certificates are accepted for Type Approval.

    This makes it possible to leverage other approvals than FCC or EU in order to obtain Type Approval in Ecuador.

    The current list of entities accepted for type approval:

    • National Telecommunications Agency of Brazil (ANATEL)
    • Bureau Of Indian Standards (BIS)
    • China's Ministry Of Industry and Information Technology (CMIIT)
    • European Community (CE) / Declarations of Conformity (DoC)
    • European Telecommunications Standard Institute (ETSI)
    • Federal Communications Commission of the United States of America (FCC)
    • Korean Agency for Technology and Standards (KATS)
    • National Communications Commission of Taiwan (NCC)
    • The Certification and Engineering Bureau of industry of Canada (CEBIC)

  • United KingdomUpdate Transition Period

    On 24 August 2021, the British Information Commissioner’s Office published the following news on its website

    “Businesses are encouraged to be ready for full implementation of the new UK regime as soon as possible.
    However, to allow businesses time to adjust, CE marked goods in scope of this guidance that meet EU requirements (where these match UK requirements) can continue to be placed on the GB market until 1 January 2023 where EU and UK requirements remain the same. This includes goods which have been assessed by an EU recognised notified body.

    The UKCA mark must be used for placing goods on the GB market from 1 January 2023.”

  • ChileSUBTEL publishes extended regulation

    In order to bring their regulation into line with international standards, the Chilean authority Subsecretaría de Telecomunicaciones (SUBTEL) developed Resolución 1321 Exenta, which was published on July 27, 2021 and updates Resolución 1985 Exenta, the fixed technical standard for short range devices in Chile.

    The following articles of the regulation were adjusted:

    1. Article 1, item h)
      The frequency band 13553 – 13567 kHz and its corresponding maximum electric field strength 20 mv/m at 30 meters (regarding equipment used for medical applications) were added.
    1. Article 1, item j.1)
      17 mw/MHz were replaced by 17 dBm/MHz.
    1. Article 1, item j.1)
      Devices may operate outdoors, using internal batteries, in the 5925-7125 MHz frequency band with a maximum average EIRP power of 17 dBm.
    1. Article 4
      Non-compliance with Resolución 1985 is punishable in accordance with the provisions of Title VII of General Telecommunications Law No. 18.168.

  • Saudi ArabiaCITC E-Label ICT Equipment and Radio Modules

    All mobile phones, tablets and mobile computers or devices that are provided with display or that can be connected to a display are required to have CITC E-Label embedded in their software as a proof of compliance.

    The E-label should be affixed with the type approval certificate number (TA xxxx-y).

  • SingaporeThe IMDA released a new version of the IMDA TS SRD

    The Infocomm Media Development Authority (IMDA) of Singapore released a new version of the IMDA TS SRD on August 2, 2021

    The document defines the requirements for Short Range Devices to be authorized to operate in the specific frequency bands open for SRDs.
    The update added a Sub-Section for Equipment Safety Testing (4.2.2) as well as a Conformity Assessment Checklist for SRDs (Annex A).

  • ArubaGranted equipment approval validity of 5 years

    Aruba's Directie Telecommunicatie Zaken (DTZ) informed that the validity period of granted equipment approval has been changed from unlimited to five years from the date of issuance starting from July 2021.

    Important note: The new period of validity has no impact on the existing certificates.

  • Equatorial GuineaCertificate validity in Equatorial Guinea remains unchanged

    As the authority ORTEL informed IB-Lenhardt AG personally, the certificate validity for telecommunication equipment has not been modified.

    Despite the fact that some Type Approval consultants and manufacturers were publishing misleading information, ORTEL is distancing from the publication.

  • BrazilANATEL released Act 5205 about the opportunity to obtain a DoC

    Act 5205 is related to Act 7280 and describes the procedure to obtain a Declaration of Conformity without the necessity to include an OCD. Involving an OCD is optional, the approval can be handled directly with ANATEL.

    Document requirements remain unchanged and the CoC will be replaced by a DoC with unlimited validity.

    The Act is applicable only for some types of equipment, such as Fiber Optic Connector, Connector for Coaxial Cable, xDSL Filter - Switch Splitter, Aerial Optical Terminal Box, Underground Optical Terminal Box and Underground Optical Terminal Box for Residential Areas and Small Commercial Buildings.

  • MalaysiaNew requirement for Certificate holders

    The Malaysia certification body SIRIM QAS International Sdn Bhd requested the certificate holders to sign and complete the compliance declaration uploaded to e-ComM (SIRIMs online portal). Please return the signed version to SIRIM’s address until 31st August 2021.
    With this declaration the certificate holders confirm to SIRIM’s terms and conditions for Type Approval and accept to use the online portal to submit Type Approval applications, receive certificates and upload labels via the self-labelling program.
    In case SIRIM does not receive the signed version in time the certificate holders may not be able to submit new applications or requests for renewals.

  • South AfricaPublic comments on Draft National Frequency Plan 2021

    The Independent Communications Authority of South Africa (ICASA) currently gives notice of the Electronic Communications Act (No 36 of 2005) “Draft National Frequency Plan 2021”.
    Stakeholders are encouraged to submit written representations including an electronic concept illustrating their view on the draft in MS Word format.

    All interested parties are invited to present their observations no later than 27 August 2021 4 p.m. local time.

  • GeneralBluetooth SIG: new Bluetooth version v5.3 has been released

    From now on, the new Bluetooth Core version v5.3 has been published and is available for Qualification.

    The new version includes the following feature enhancements:

    • Periodic Advertising Enhancement
    • Encryption Key Size Control Enhancement
    • Connection Subrating
    • Channel Classification Enhancement
    • Removal of the Alternate MAC and PHY (AMP) Extension

  • EU (RE-D)New list of harmonized standards

    The European Commission published a new list of harmonized standards in the official journal.

    Some of the additions include EN 303 204 V3.1.1

    Fixed Short Range Devices (SRD) in data networks and EN 302 066 V2.2.1 Short Range Devices (SRD); Ground- and Wall- Probing Radio determination (GPR/WPR) devices as well as EN 302 208 V3.3.1

    Radio Frequency Identification Equipment operating in the band 865 MHz to 868 MHz with power levels up to 2 W and in the band 915 MHz to 921 MHz with power levels up to 4 W Please refer to the link below for detailed changes.

    Due to the current COVID-19 situation in Thailand, the government imposed a stricter lockdown with immediate effect.

    The authority National Broadcasting and Telecommunications Commission (NBTC) is currently working from home until August, 2nd. Starting from August, 3rd NBTC will resume working after returning partially to office.

  • SamoaLabel Requirements for type approval equipment

    As announced in the Regulator No.2021/T02 (‘Order’), the administration of Samoa has approved a trademark as a symbol for telecommunications equipment.

    The trademark will be issued together with the Type Approval Certificate which includes the approval Type Approval Identification Code.

    The new order came into force on 23 June 2021.

  • United StatesThe FCC published new Notice of Proposed Rulemaking

    On 22th of June, the FCC released a new Notice of Proposed Rulemaking for Part 15.255 impacting 57 - 71 GHz band devices.

    This includes WiGig wireless local area networking devices, fixed point-to-point communication links, as well as FDS/radar devices.

    The Proposed Rules are now open for comments.

  • EU (RE-D)EU Commission implements decision on 6 GHz band

    The EU Commision implements the decision (EU) 2021/1067 of 17 June 2021 on the 6 GHz band (5 945-6 425 MHz) for use of wireless access systems and radio local area networks (WAS/RLAN).

    The decision was published in the Offical Journal on 30 June 2021. Member states should make the band availably by 1 December 2021 on a non-exclusive, non-interfernece and non-protected basis.

    Two classifications are made: “Low Power Indoor (LPI)” devices for indoor use only and “Very Low Power (VLP)” devices considered as portable for indoor and outdoor use.

  • PeruResolución Ministerial N° 488-2021-MTC/01 released by MTC

    In the above-mentioned regulation, the 470-698 MHz band is being granted for unlicensed use.
    The technical parameters correspond to the TV broadcast parameters in the same band.

    Band 470-698 MHz along with 5925 – 7125 MHz (The 6GHz band) are available for unlicensed use.
